Robert Moffitt delivered the 2014 W. J. Usery Distinguished Lecture at the Andrew Young School of Policy Studies at Georgia State University on October 8, 2014.   His lecture was entitled “The Deserving Poor, the Family, and the U.S. Welfare System.”
